【陳偉周／基隆報導】基隆市明年元旦也可以免費打1999了！全台16縣市設置「1999市民熱線」，僅5縣市免費撥打，基隆市明年也將跟進。

但有市民反映不知道基隆也有1999熱線，市府研考科處長李國商表示，基隆1999去年6月上線，平均1天有70通，大部分詢問社會福利，未來會加強宣導，提升使用率。
