包括內政部「1996」服務專線在內，政府及國營事業許多「19」開頭的服務電話都需要收費，但因宣導不足，許多民眾收到帳單後才知有費用，因而引發不滿。內政部長李鴻源今（27）日表示，若不收費就須調整編列預算，這都可以討論。李鴻源還說，他原來也以為這些電話是免費的。
《蘋果日報》報導指出，包括內政部「1996」與各地方11縣市「1999」專線，以及「1950」消保專線，目前仍都需要收費，但許多民眾都不知這些號碼需要收費，相關收費標準與宣導也都不足；而台電與金管會已有0800免付費專線，卻仍推19開頭的收費簡碼電話，讓政府被批「死要錢」。
李鴻源上午到立法院備詢前強調，專線收費問題可以討論。就他的瞭解，目前收費市話一通是1元多，這雖然不是大錢，但都可以討論，如果不收費，預算就需要進行調整。
李鴻源說，他原來也以為這是免費電話，雖然是小錢，但內政部一定會積極討論。
